  1.1                          A bill for an act
  1.2             relating to capital improvements; providing for 
  1.3             capital improvements at the Minnesota state academies; 
  1.4             authorizing issuance of bonds; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $6,296,000 is appropriated from the bond proceeds fund to 
  1.8   the commissioner of administration for capital improvements at 
  1.9   the Minnesota state academies for the deaf and blind.  Of this 
  1.10  amount: 
  1.11     (a) $2,000,000 is for asset preservation on both campuses, 
  1.12  including, but not limited to, general asset preservation, roof 
  1.13  replacement, improvements to heating and ventilation systems, 
  1.14  purchase of an emergency generator, and demolition of West 
  1.15  Cottage; 
  1.16     (b) $2,896,000 is to complete phase 2 of the renovation of 
  1.17  the west wing of Noyes Hall on the campus of the Minnesota state 
  1.18  academy for the deaf; 
  1.19     (c) $1,400,000 is for construction of a new roadway around 
  1.20  the perimeter of the Minnesota state academy for the blind 
  1.21  campus, construction of a new garage, and parking space for both 
  1.22  campuses. 
  1.23     Sec. 2.  [BOND SALE.] 
  1.24     To provide the money appropriated in section 1 from the 
  1.25  bond proceeds fund, the commissioner of finance shall sell and 
  2.1   issue bonds of the state in an amount up to $6,296,000 in the 
  2.2   manner, on the terms, and with the effect prescribed by 
  2.3   Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  2.4   Minnesota Constitution, article XI, sections 4 to 7. 
  2.5      Sec. 3.  [EFFECTIVE DATE.] 
  2.6      Sections 1 and 2 are effective the day following final 
  2.7   enactment.
