A bill for an act
relating to human services; requiring a study on why traditional two-parent
families are disproportionately underrepresented in Minnesota's social services
programs.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin STUDY OF PUBLIC ASSISTANCE OUTCOMES FOR
TRADITIONAL TWO-PARENT FAMILIES.

new text begin (a) The commissioner of human services, in consultation with the commissioners of
commerce and health, shall study why traditional two-parent families, especially families
with children, are disproportionately underrepresented in Minnesota's social services
programs, including but not limited to MFIP, general assistance, MinnesotaCare, and
MNsure. The commissioner shall report findings and make legislative recommendations
on the following:

new text begin (1) barriers to traditional two-parent families to access social services programs;

new text begin (2) specific ways social services programs can support traditional two-parent families;
new text end

new text begin (3) methods by which local social service agencies can provide support to traditional
two-parent families;
new text end

new text begin (4) incentives for social service recipients to transition out of social services
programs;
new text end

new text begin (5) the development of programs that support traditional two-parent families;
new text end

new text begin (6) the development of programs that reduce the need for social service programs;
new text end

new text begin (7) area-specific pilot programs to support traditional two-parent families; and
new text end

new text begin (8) federal waivers identified as necessary to implement any recommendation.

new text begin (b) The commissioner shall submit the report and recommended legislation to
the chairs and ranking minority members of the house of representatives and senate
committees with jurisdiction over health and human services policy by January 15, 2017.
