  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article XIII, by adding a section; affirming that 
  1.4             every resident of Minnesota has the right to 
  1.5             affordable, basic health care. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.8      An amendment to the Minnesota Constitution, article XIII, 
  1.9   by adding a section, is proposed to the people.  If the 
  1.10  amendment is adopted, the section will read as follows: 
  1.11     Sec. 13.  Every Minnesota resident has the right to basic 
  1.12  health care.  It is the responsibility of the governor and the 
  1.13  legislature to implement all necessary legislation to assure 
  1.14  affordable basic health care. 
  1.15     Sec. 2.  [SUBMISSION TO VOTERS.] 
  1.16     The proposed amendment must be submitted to the people at 
  1.17  the 2004 general election.  The question submitted shall be: 
  1.18     "Shall the Minnesota Constitution be amended to state that 
  1.19  every resident of Minnesota has the right to basic health care 
  1.20  and that it is the responsibility of the governor and the 
  1.21  legislature to implement all necessary legislation to assure 
  1.22  affordable, basic health care? 
  1.23                                     Yes .......
  1.24                                     No ........"
  1.25     Sec. 3.  [ACTION BY THE LEGISLATURE AND GOVERNOR.] 
  2.1      If the constitutional amendment proposed in section 1 is 
  2.2   approved by the people at the 2004 general election, the 
  2.3   legislature and governor must enact legislation to implement the 
  2.4   constitutional amendment by July 4, 2006.
