  1.1                          A bill for an act 
  1.2             relating to crime prevention; providing that predatory 
  1.3             offender registration law applies retroactively to 
  1.4             certain offenders; amending Minnesota Statutes 1998, 
  1.5             section 243.166, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 243.166, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 10.  [REGISTRATION UNDER THE OFFENDER REGISTRATION 
  1.10  LAW FOR CERTAIN OFFENDERS.] (a) All provisions of this section 
  1.11  shall be construed to operate retroactively back to the date of 
  1.12  a sex offender's conviction for an offense described in 
  1.13  subdivision 1 that requires registration if the offender is 
  1.14  incarcerated, or on any form of supervision, as of the effective 
  1.15  date of this section, regardless of the date of the sex 
  1.16  offender's conviction. 
  1.17     (b) This amendment does not change the obligation of any 
  1.18  offender to register who was required to register prior to the 
  1.19  date of this amendment. 
  1.20     Sec. 2.  [EFFECTIVE DATE.] 
  1.21     Section 1 is effective the day following final enactment.
