  1.1                          A bill for an act
  1.2             relating to state government; prohibiting executive 
  1.3             branch employees from receiving cash payments for 
  1.4             discussing the work of an executive agency; amending 
  1.5             Minnesota Statutes 2002, section 43A.38, by adding a 
  1.6             subdivision. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2002, section 43A.38, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 2a.  [PROHIBITED PAYMENT.] An employee in the 
  1.11  executive branch must not receive a cash payment from any source 
  1.12  except the state for discussing the employee's executive branch 
  1.13  work with another person or group.  This prohibition applies 
  1.14  both to work hours and to off-duty hours.
