  1.1                          A bill for an act 
  1.2             relating to higher education; capital improvements; 
  1.3             appropriating money to the Minnesota state colleges 
  1.4             and universities for projects at Winona State 
  1.5             University.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      $8,800,000 is appropriated from the bond proceeds fund to 
  1.9   the board of trustees of the Minnesota state colleges and 
  1.10  universities for the purpose of renovating and remodeling the 
  1.11  Maxwell Library facility to house the computer science and 
  1.12  education departments. 
  1.13     Sec. 2.  [BOND SALE.] 
  1.14     To provide the money appropriated in section 1 from the 
  1.15  state bond proceeds fund, the commissioner of finance, upon 
  1.16  request of the governor, shall sell and issue bonds of the state 
  1.17  in an amount up to $8,800,000 in the manner, upon the terms, and 
  1.18  with the effect prescribed by Minnesota Statutes, sections 
  1.19  16A.631 to 16A.675, and by the Minnesota Constitution, article 
  1.20  XI, sections 4 to 7.  
  1.21     Sec. 3.  [EFFECTIVE DATE.] 
  1.22     This act is effective the day following final enactment.
