  1.1                          A bill for an act 
  1.2             relating to education; reallocating federal funds; 
  1.3             funding a study to merge the Minneapolis Library Board 
  1.4             and the Hennepin County Library Board. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [FEDERAL FUNDS; REALLOCATION.] 
  1.7      Notwithstanding Laws 2003, First Special Session chapter 9, 
  1.8   article 10, section 10, $100,000 of the federal funds received 
  1.9   by the Department of Education in fiscal year 2004 shall be 
  1.10  reallocated and is appropriated to fund a study to evaluate a 
  1.11  merger of the Minneapolis Library Board and the Hennepin County 
  1.12  Library Board.  The commissioner shall select an independent 
  1.13  organization to complete the study.  The study shall be 
  1.14  completed by January 15, 2005, and shall be submitted to the 
  1.15  education policy committees of the house of representatives and 
  1.16  senate.
