A bill for an act
relating to higher education; providing funding to Riverland Community College;
appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; RIVERLAND COMMUNITY COLLEGE.

new text begin $300,000 is appropriated in fiscal year 2024 from the general fund to the Board of
Trustees of the Minnesota State Colleges and Universities to create a new water operator
training program and a new wastewater operator training program offered by the Riverland
Community College. The training programs may be offered by any of the Riverland
Community College campuses in Austin, Albert Lea, and Owatonna. Any unencumbered
balance does not cancel at the end of fiscal year 2024 and is available until June 30, 2026,
and may be used for other purposes under this section. This is a onetime appropriation. Of
this amount:

new text begin (1) $95,000 is for the development of programs and curriculum that relate to the Pollution
Control Agency wastewater licensure levels for the water operator training program and
the Department of Health examination levels for the wastewater operator training program;

new text begin (2) $85,000 is for the Customized Training and Education Department personnel at
Riverland Community College campuses to recruit program designers, assist in curriculum
development, recruit students and instructors, work with the other Riverland Community
College departments, and collaborate with external partners;

new text begin (3) $60,000 is for marketing development, distribution, and program outreach;

new text begin (4) $25,000 is for administrative and overhead costs for Riverland Community College
to create and administer the water operator and wastewater operator training programs; and

classes.
