A bill for an act
relating to animal health; requiring recommendations regarding state oversight of
the closure or transfer of Cervidae facilities.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) The Board of Animal Health, in consultation with the commissioner of natural
resources and the University of Minnesota's Center for Infectious Disease Research and
Policy and Minnesota Center for Prion Research and Outreach, must recommend protocols
and procedures that would apply when Cervidae facilities are closed or transferred to new
ownership. Recommended protocols and procedures must include but are not limited to
decontamination, security, and public health elements as well as scientifically based time
periods for maintenance of such requirements.

new text begin (b) No later than October 1, 2020, the board must submit draft recommendations to the
chairs and ranking minority members of the legislative committees with jurisdiction over
agriculture, environment, and natural resources finance. After submitting draft
recommendations, the board must hold at least two public input meetings, one in the
seven-county metropolitan area and one in greater Minnesota. No later than December 31,
2020, the board must submit final recommendations to the same legislators or their
successors.
