relating to agriculture; establishing foundations for 4-H and Future Farmers of
America; appropriating money; proposing coding for new law in Minnesota
Statutes, chapter 41D.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin [41D.10] MINNESOTA 4-H FOUNDATION.

new text begin There is created a Minnesota 4-H Foundation. The purpose of the foundation is to
provide sustainable funding for 4-H activities that empower Minnesota youth to reach
their full potential. The foundation is a nonprofit organization and may accept, in trust
or otherwise, any gift, grant, bequest, or devise and hold, manage, invest, and dispose of
them and the proceeds and income of them according to the terms and conditions of the
gift, grant, bequest, or devise and its acceptance.

Sec. 2.

new text begin [41D.20] MINNESOTA FUTURE FARMERS OF AMERICA
FOUNDATION.

new text begin There is created the Minnesota Future Farmers of America (FFA) Foundation. The
purpose of the foundation is to provide sustainable funding for FFA activities that develop
the next generation of agricultural leaders and professionals. The foundation is a nonprofit
organization and may accept, in trust or otherwise, any gift, grant, bequest, or devise and
hold, manage, invest, and dispose of them and the proceeds and income of them according
to the terms and conditions of the gift, grant, bequest, or devise and its acceptance.

Sec. 3. new text begin FOUNDATION FUNDING; APPROPRIATION.

new text begin $....... is appropriated in fiscal year 2013 from the general fund to the commissioner
of agriculture for a startup grant of $....... to the Minnesota 4-H Foundation established in
Minnesota Statutes, section 41D.10, and a startup grant of $....... to the Minnesota Future
Farmers of America Foundation established in Minnesota Statutes, section 41D.20.
