A bill for an act
relating to capital investment; appropriating money for aquatic and wildlife
management areas and critical habitat; authorizing the sale and issuance of
state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin AQUATIC AND WILDLIFE MANAGEMENT AREAS; CRITICAL
HABITAT.

new text begin Appropriation. new text end

new text begin (a) $27,500,000 is appropriated from the bond
proceeds fund to the commissioner of natural resources for the purposes specified in
this subdivision.

new text begin (b) $13,500,000 is to acquire land in fee for wildlife management area purposes
and for improvements of a capital nature to develop, protect, or improve habitat and
facilities on wildlife management areas under Minnesota Statutes, section 86A.05,
subdivision 8. Not less than five percent of this appropriation must be used for restoration
of existing wildlife management areas. Not less than ten percent of this appropriation is
for restoration on land acquired with this appropriation. Fifty percent of this appropriation
is for acquisition of land in the seven-county metropolitan area.

new text begin To the extent possible, prairie restorations funded in whole or in part with this
appropriation must use native prairie species of a local ecotype as defined in Minnesota
Statutes, section 84.02, subdivision 6. The commissioner shall submit a plan to the
legislature and the chairs of the house of representatives and senate committees with
jurisdiction over the environment and natural resources on the management of native
prairie lands and harvesting of native prairie vegetation for use for energy production
in a manner that does not devalue the natural habitat, water quality benefits, or carbon
sequestration functions.

new text begin (c) $11,000,000 is to acquire land that is critical for fish and other aquatic life under
Minnesota Statutes, section 86A.05, and to make public improvements and betterments
of a capital nature to aquatic management areas established under Minnesota Statutes,
section 86A.05, subdivision 14.

new text begin (d) $3,000,000 is to provide the state match for the critical habitat private sector
matching account under Minnesota Statutes, section 84.943.

new text begin To provide the money appropriated in this section from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $27,500,000 in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
