  1.1                          A bill for an act
  1.2             relating to capital improvements; authorizing spending 
  1.3             to acquire and to better public land and buildings and 
  1.4             other public improvements of a capital nature; 
  1.5             appropriating money to the city of Minneapolis for 
  1.6             empowerment zone subprojects; authorizing state bonds. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [APPROPRIATION.] 
  1.9      $12,000,000 is appropriated from the bond proceeds fund to 
  1.10  the city of Minneapolis for certain infrastructure improvements 
  1.11  in empowerment zone subprojects.  Of this amount: 
  1.12     (a) $4,000,000 is to acquire land for and design and 
  1.13  construct public infrastructure improvements as part of the 
  1.14  second of four phases of the Heritage Park project, including 
  1.15  the North-South Greenway; 
  1.16     (b) $3,000,000 is to acquire land for and design and 
  1.17  construct public infrastructure improvements in the South East 
  1.18  Minneapolis Industrial (SEMI) project area, including a primary 
  1.19  storm water management pond; 
  1.20     (c) $1,000,000 is to acquire land for and design and 
  1.21  construct public infrastructure improvements for a renewable 
  1.22  energy production and geothermal heating/cooling facility as 
  1.23  part of the University of Minnesota's research and technology 
  1.24  park; 
  1.25     (d) $1,800,000 is to acquire railroad rights-of-way, and to 
  1.26  construct trail, retaining walls, and access ramps into the 29th 
  2.1   Street Midtown Greenway; and 
  2.2      (e) $2,200,000 is to design and construct public 
  2.3   infrastructure improvements for the Chicago/Lake project, and to 
  2.4   rehabilitate or replace building systems in the former Sears 
  2.5   building which, when redeveloped, will be a mixed-use 
  2.6   development for commercial and industrial uses and affordable 
  2.7   housing. 
  2.8      Sec. 2.  [BOND SALE.] 
  2.9      To provide the money appropriated in section 1 from the 
  2.10  bond proceeds fund, the commissioner of finance shall sell and 
  2.11  issue bonds of the state in an amount up to $12,000,000 in the 
  2.12  manner, on the terms, and with the effect prescribed by 
  2.13  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  2.14  Minnesota Constitution, article XI, sections 4 to 7. 
  2.15     Sec. 3.  [EFFECTIVE DATE.] 
  2.16     Sections 1 and 2 are effective the day following final 
  2.17  enactment.
