  1.1                          A bill for an act
  1.2             relating to capital investment; appropriating money 
  1.3             for construction and capital improvements to 
  1.4             University of Minnesota biobased laboratories; 
  1.5             authorizing the issuance of general obligation bonds. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION; UNIVERSITY OF MINNESOTA.] 
  1.8      Subdivision 1.  [BIOBASED MATERIALS AND ENERGY LABORATORY.] 
  1.9   $30,000,000 is appropriated from the bond proceeds fund to the 
  1.10  Board of Regents of the University of Minnesota to design, 
  1.11  construct, furnish, and equip the biobased materials and energy 
  1.12  laboratory on the St. Paul campus of the University of 
  1.13  Minnesota.  The laboratory is an expansion of the University's 
  1.14  biotechnology education and research program including an 
  1.15  expanded pilot plant and specialized facilities for renewable 
  1.16  energy research. 
  1.17     Subd. 2.  [CENTER FOR BIOREFINING.] $2,000,000 is 
  1.18  appropriated from the bond proceeds fund to the Board of Regents 
  1.19  of the University of Minnesota to remodel, furnish, and equip 
  1.20  the north side of the engineering and fisheries laboratory 
  1.21  building on the St. Paul campus for the Center for Biorefining.  
  1.22  The center provides access to pilot testing and bioproduct 
  1.23  analysis for researchers around Minnesota to support the 
  1.24  biobased industry in Minnesota. 
  1.25     Sec. 2.  [BOND SALE.] 
  2.1      To provide the money appropriated by section 1 from the 
  2.2   bond proceeds fund, the commissioner of finance shall sell and 
  2.3   issue bonds of the state in an amount up to $32,000,000 in the 
  2.4   manner, on the terms, and with the effect prescribed by 
  2.5   Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  2.6   Minnesota Constitution, article XI, sections 4 to 7. 
  2.7      Sec. 3.  [EFFECTIVE DATE.] 
  2.8      Sections 1 and 2 are effective the day following final 
  2.9   enactment.
