  1.1                          A bill for an act 
  1.2             relating to education finance; restoring integration 
  1.3             revenue to special school district No. 1, Minneapolis; 
  1.4             proposing a study on student mobility; amending 
  1.5             Minnesota Statutes 2001 Supplement, section 124D.86, 
  1.6             subdivision 3.  
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2001 Supplement, section 
  1.9   124D.86, subdivision 3, is amended to read: 
  1.10     Subd. 3.  [INTEGRATION REVENUE.] Integration revenue equals 
  1.11  the following amounts: 
  1.12     (1) for independent school district No. 709, Duluth, $207 
  1.13  times the adjusted pupil units for the school year; 
  1.14     (2) for independent school district No. 625, St. Paul, and 
  1.15  for special school district No. 1, Minneapolis, $446 times the 
  1.16  adjusted pupil units for the school year; 
  1.17     (3) for special school district No. 1, Minneapolis, the sum 
  1.18  of $446 times the adjusted pupil units for the school year and 
  1.19  an additional $90 times the adjusted pupil units for the school 
  1.20  year that is provided entirely through a local levy; 
  1.21     (4) for a district not listed in clause (1) or, (2), or 
  1.22  (3), that must implement a plan under Minnesota Rules, parts 
  1.23  3535.0100 to 3535.0180, where the district's enrollment of 
  1.24  protected students, as defined under Minnesota Rules, part 
  1.25  3535.0110, exceeds 15 percent, the lesser of (i) the actual cost 
  1.26  of implementing the plan during the fiscal year minus the aid 
  2.1   received under subdivision 6, or (ii) $130 times the adjusted 
  2.2   pupil units for the school year; 
  2.3      (4) (5) for a district not listed in clause (1), (2), 
  2.4   or (3), or (4), that is required to implement a plan according 
  2.5   to the requirements of Minnesota Rules, parts 3535.0100 to 
  2.6   3535.0180, the lesser of 
  2.7      (i) the actual cost of implementing the plan during the 
  2.8   fiscal year minus the aid received under subdivision 6, or 
  2.9      (ii) $93 times the adjusted pupil units for the school year.
  2.10     Any money received by districts in clauses (1) to (3) (4) 
  2.11  which exceeds the amount received in fiscal year 2000 shall be 
  2.12  subject to the budget requirements in subdivision 1a; and 
  2.13     (5) (6) for a member district of a multidistrict 
  2.14  integration collaborative that files a plan with the 
  2.15  commissioner, but is not contiguous to a racially isolated 
  2.16  district, integration revenue equals the amount defined in 
  2.17  clause (4) (5). 
  2.18     [EFFECTIVE DATE.] This section is effective the day 
  2.19  following final enactment for revenue for fiscal year 2003. 
  2.20     Sec. 2.  [STUDY OF STUDENT MOBILITY AND STUDENT 
  2.21  ACHIEVEMENT.] 
  2.22     The department of children, families, and learning must 
  2.23  study and report to the education committees of the legislature 
  2.24  by February 15, 2003, on how public and private resources can be 
  2.25  better used to protect the best educational and developmental 
  2.26  interests of children who experience frequent moves between 
  2.27  schools and school districts.  The study of student mobility 
  2.28  must analyze by racial and ethnic group the relationship among 
  2.29  student mobility, gaps in health care access, and student 
  2.30  achievement.  
  2.31     [EFFECTIVE DATE.] This section is effective the day 
  2.32  following final enactment.
