  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             for regional public safety training facilities; 
  1.4             authorizing the sale of state bonds. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [LEGISLATIVE FINDINGS.] 
  1.7      The legislature finds that training of peace officers and 
  1.8   firefighters on a regular basis is in the best interest of the 
  1.9   citizens of Minnesota.  Training is mandated by the state and 
  1.10  therefore the state has a role to assist in funding these 
  1.11  facilities.  Training improves peace officer and firefighter 
  1.12  efficiency, safety, and effectiveness.  Training protects not 
  1.13  only the officers and firefighters, but also the public.  The 
  1.14  legislature also finds that regional facilities that are used to 
  1.15  train city, county, and state personnel are cost-effective and 
  1.16  beneficial to law enforcement and firefighting activities due to 
  1.17  identical protocols being employed by each jurisdiction. 
  1.18     Sec. 2.  [APPROPRIATION.] 
  1.19     (a) $6,322,000 is appropriated from the bond proceeds fund 
  1.20  to the commissioner of public safety for grants for regional 
  1.21  public safety training facilities. 
  1.22     (b) Of the amount appropriated in paragraph (a): 
  1.23     (1) $3,100,000 is for a grant to the city of Richfield or 
  1.24  other public body acting as fiscal agent for the joint powers 
  1.25  entity created under Minnesota Statutes, section 471.59, for the 
  2.1   South Metro Joint Public Safety Training Facility to design, 
  2.2   construct, and equip the facility; and 
  2.3      (2) $3,222,000 is for a grant to the city of Maple Grove to 
  2.4   design, construct, expand, and equip firearm and tactical 
  2.5   training facilities for the Northwest Public Safety Training 
  2.6   Center.  
  2.7      (c) Each grant must be matched by at least an equal amount 
  2.8   from nonstate sources. 
  2.9      Sec. 3.  [BOND SALE.] 
  2.10     To provide the money appropriated by section 2 from the 
  2.11  state bond proceeds fund, the commissioner of finance, on 
  2.12  request of the governor, shall sell and issue bonds of the state 
  2.13  in an amount up to $6,322,000 in the manner, upon the terms, and 
  2.14  with the effect prescribed by Minnesota Statutes, sections 
  2.15  16A.631 to 16A.675, and by the Minnesota Constitution, article 
  2.16  XI, sections 4 to 7. 
  2.17     Sec. 4.  [EFFECTIVE DATE.] 
  2.18     This act is effective the day following final enactment.
