  1.1                          A bill for an act 
  1.2             relating to education; increasing general education 
  1.3             funding to allow school districts to lower class size 
  1.4             and offer full-day kindergarten; appropriating money; 
  1.5             amending Minnesota Statutes 1999 Supplement, section 
  1.6             126C.10, subdivision 2; proposing coding for new law 
  1.7             in Minnesota Statutes, chapter 126C; repealing Laws 
  1.8             1999, chapter 241, article 1, section 64. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 1999 Supplement, section 
  1.11  126C.10, subdivision 2, is amended to read: 
  1.12     Subd. 2.  [BASIC REVENUE.] The basic revenue for each 
  1.13  district equals the formula allowance times the resident 
  1.14  adjusted marginal cost pupil units for the school year.  The 
  1.15  formula allowance for fiscal year 1998 is $3,581.  The formula 
  1.16  allowance for fiscal year 1999 is $3,530.  The formula allowance 
  1.17  for fiscal year 2000 is $3,740.  The formula allowance for 
  1.18  fiscal year 2001 and subsequent fiscal years is $3,875 $4,925. 
  1.19     Sec. 2.  [126C.125] [RESERVED REVENUE FOR REDUCING CLASS 
  1.20  SIZE AND OFFERING FULL-DAY KINDERGARTEN.] 
  1.21     A school district must annually reserve an amount equal to 
  1.22  $100 times its adjusted marginal cost pupil units for that 
  1.23  school year.  The reserved revenue must be used only to reduce 
  1.24  class size in any grade or to offer full-day kindergarten as 
  1.25  determined by the school board. 
  1.26     Sec. 3.  [APPROPRIATION.] 
  1.27     $87,000,000 is appropriated in fiscal year 2001 from the 
  2.1   general fund to the commissioner of children, families, and 
  2.2   learning for payment of general education aid under section 1 to 
  2.3   allow school districts to lower class sizes and offer full-day 
  2.4   kindergarten.  This appropriation is in addition to any other 
  2.5   appropriation for this purpose.  
  2.6      Sec. 4.  [REPEALER.] 
  2.7      Laws 1999, chapter 241, article 1, section 64, is repealed. 
  2.8      Sec. 5.  [EFFECTIVE DATE.] 
  2.9      Section 4 is effective the day following final enactment.
