A bill for an act
relating to elections; requiring any Web site established for elections or voting
purposes be accessible to persons with disabilities; proposing coding for new
law in Minnesota Statutes, chapter 200.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin Any publicly accessible Web site created and maintained by the secretary of state
for voting or elections purposes must conform to the requirements of section 508 of
the Rehabilitation Act, United States Code, title 29, section 794d, and Title II of the
Americans with Disabilities Act, United States Code, title 42, sections 12131 to 12165,
to ensure equal access to voters with disabilities. Access experts shall be included in the
development of any new Web site prior to its establishment and the accessibility of all
existing Web sites must be verified and certified accessible by an independent body with
expertise in accessibility issues no later than January 1, 2015.
