  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing state 
  1.3             bonds; appropriating money for wastewater facilities 
  1.4             for municipalities bordering Lake Superior. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $11,638,000 is appropriated from the bond proceeds fund to 
  1.8   the commissioner of trade and economic development for a grant 
  1.9   to municipalities that border the outstanding resource value 
  1.10  waters of Lake Superior and are duly organized and existing on 
  1.11  January 1, 2002, with at least 75 percent of the area to be 
  1.12  served by the facilities described in this section located 
  1.13  within the North Shore Management Zone.  The grant may be used 
  1.14  to acquire land for and to predesign, design, construct, and 
  1.15  equip wastewater treatment facilities.  This appropriation is in 
  1.16  addition to grants from other appropriations and is available 
  1.17  until spent. 
  1.18     Sec. 2.  [BOND SALE AUTHORIZATION.] 
  1.19     To provide money appropriated in section 1 from the bond 
  1.20  proceeds fund, the commissioner of finance shall sell and issue 
  1.21  bonds of the state in an amount up to $11,638,000 in the manner, 
  1.22  upon the terms, and with the effect prescribed by Minnesota 
  1.23  Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  1.24  Constitution, article XI, sections 4 to 7. 
  1.25     Sec. 3.  [EFFECTIVE DATE.] 
  2.1      Sections 1 and 2 are effective the day after final 
  2.2   enactment.
