A bill for an act
relating to education finance; providing funding to create the reading skills for
health care workers program; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin READING SKILLS FOR HEALTH CARE WORKERS PROGRAM;
APPROPRIATION.

new text begin $75,000 in fiscal year 2017 is appropriated from the general fund to the
commissioner of education to provide a grant to an adult basic education consortium
to develop a contextualized online reading curriculum to increase reading fluency and
comprehension for persons who are:

new text begin (1) eligible for adult basic education services under Minnesota Statutes, section
124D.52;
new text end

new text begin (2) assessed at level C on the CASAS standardized test for literacy skills or a
verifiable equivalent skill level on a standardized adult literacy assessment instrument; and
new text end

new text begin (3) pursuing a realistic goal to enter the health care workforce.

new text begin The consortium must make the developed curriculum available to all Minnesota adult
basic education consortia. This is a onetime appropriation.
