A bill for an act
relating to human services; requiring a report on case management and other
social services; amending Laws 2005, First Special Session chapter 4, article
7, section 59.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Laws 2005, First Special Session chapter 4, article 7, section 59, is amended
to read:


Sec. 59. REPORT TO LEGISLATURE.


The commissioner shall report to the legislature by December 15, 2006, on deleted text begin the
redesign of
deleted text end case management new text begin and other social new text end services. In preparing the report, the
commissioner shall consult with representatives for consumers, consumer advocates,
counties, new text begin labor organizations representing county social service workers, new text end and service
providers. The report shall include deleted text begin draft legislationdeleted text end new text begin findings and recommendationsnew text end for
new text begin improving quality of care new text end case management deleted text begin changesdeleted text end new text begin and other social servicesnew text end that willnew text begin
include
new text end :


(1) new text begin options to new text end streamline administrationnew text begin while maintaining sufficient county social
services staff to ensure the delivery of social services
new text end ;

new text begin (2) an analysis of past and projected county case management and other social
services staffing and caseload levels;
new text end

new text begin (3) an analysis of the fiscal and social services impact of reduced Medicaid
reimbursements resulting from the federal Deficit Reduction Act of 2005 and options to
restore lost revenues and ensure the continuation of county case management and other
social services;
new text end

new text begin (4) a comprehensive report of past and current contracting out-of-county case
management and other social services to private vendors, to include costs, qualifications
of staff, outcomes and impact on quality of care, and any reported conflicts of interest;
