  1.1                          A bill for an act 
  1.2             relating to appropriations; authorizing state bonds; 
  1.3             appropriating money for a grant for parks and trails 
  1.4             to the St. Cloud area joint powers board. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CAPITAL APPROPRIATIONS.] 
  1.7      (a) $9,870,000 is appropriated from the bond proceeds fund 
  1.8   to the commissioner of natural resources for a grant to the St. 
  1.9   Cloud area joint powers board for parks and trails as follows: 
  1.10     (1) $500,000 to Benton county to acquire 260 acres along 
  1.11  the Mississippi river; 
  1.12     (2) $500,000 to the city of Sauk Rapids to acquire 
  1.13  Mississippi river frontage for Island View park; 
  1.14     (3) $1,013,000 to Stearns county for Quarry Park and Nature 
  1.15  Preserve improvements and land acquisition; 
  1.16     (4) $692,000 to Stearns county for the Lake Wobegon trail 
  1.17  phase 2 development; 
  1.18     (5) $30,000 to Stearns county for Mississippi river park 
  1.19  trail improvements; 
  1.20     (6) $5,000,000 to the city of St. Cloud for Eastman park 
  1.21  and Lake George improvements; 
  1.22     (7) $450,000 to the city of Sartell to acquire 60 acres on 
  1.23  the Watab river; 
  1.24     (8) $115,000 to Sherburne county to develop trails and 
  1.25  access to Cox park; 
  2.1      (9) $75,000 to the city of St. Joseph for the Lake Wobegon 
  2.2   trail welcome center; and 
  2.3      (10) $1,495,000 for other projects determined by the board 
  2.4   to meet the objectives of the plan in clause (c). 
  2.5      (b) Projects receiving funding under paragraph (a), clause 
  2.6   (10), must have an equal match by the local unit of government 
  2.7   in which they are located. 
  2.8      (c) The projects receiving appropriations in paragraph (a) 
  2.9   must comply with the central Minnesota regional parks and trails 
  2.10  plan created under Minnesota Statutes, section 85.50. 
  2.11     Sec. 2.  [BOND SALE.] 
  2.12     To provide the money appropriated in section 1 from the 
  2.13  bonds proceeds fund, the commissioner of finance, on request of 
  2.14  the governor, must sell and issue bonds of the state in an 
  2.15  amount up to $10,000,000 in the manner, upon the terms, and with 
  2.16  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  2.17  16A.695, and the Minnesota Constitution, article XI, sections 4 
  2.18  to 7. 
  2.19     Sec. 3.  [GENERAL FUND APPROPRIATION.] 
  2.20     $130,000 is appropriated from the general fund to the St. 
  2.21  Cloud area joint powers board for parks and trails planning 
  2.22  under Minnesota Statutes, section 85.50, including $30,000 for 
  2.23  the city of Sauk Rapids for park planning at the Sakry site. 
  2.24     Sec. 4.  [EFFECTIVE DATE.] 
  2.25     Sections 1 and 2 are effective the day after their final 
  2.26  enactment.
