A bill for an act
relating to capital improvements; requiring the commissioner of natural resources
to provide recommendations on the development of a nonmetro regional parks
and trails system; appropriating money for acquisition and betterment of
nonmetro regional parks; authorizing the issuance of state general obligation
bonds.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

By January 15, 2009, the commissioner of natural resources shall provide
recommendations to the legislature on the development of a system for creating regional
park and trail plans for areas located outside the seven-county metropolitan area as defined
in Minnesota Statutes, section 473.121, subdivision 2, similar to the central Minnesota
regional parks and trails plan under Minnesota Statutes, sections 85.50 to 85.52, and the
system for funding metropolitan area regional parks under Minnesota Statutes, section
473.351. The purpose of the system is to prioritize the needs of regional parks and trails.
The recommendations shall include: the definitions for the regional areas included in the
system; the process for plan development, adoption, and amendments across local units of
government; and any legislative changes needed to implement the new system.

$10,000,000 is appropriated from the bond proceeds
fund to the commissioner of natural resources for acquisition and betterment of regional
parks located outside the seven-county metropolitan area as defined in Minnesota Statutes,
section 473.121, subdivision 2, and that are located in areas:

(1) underserved by a state park;

(2) regionally significant; and
new text end
new text begin
(3) determined to be a regional priority.

To provide the money appropriated by this act from the bond
proceeds fund, the commissioner of finance shall sell and issue bonds of the state in an
amount up to $10,000,000 in the manner, upon the terms, and with the effect prescribed by
Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
article XI, sections 4 to 7.
