A bill for an act
relating to education; establishing the Board of Educator Licensing; transferring
the responsibilities and duties for licensure of teachers and supervisory and
support personnel to the Board of Educator Licensing; directing the revisor of
statutes to prepare a bill for the 2017 legislature; proposing coding for new law
in Minnesota Statutes, chapter 122A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) To ensure professionalism, transparency, and consistency in educator licensing,
and consistent with sections 15.039 and 16B.37, the responsibilities of the Minnesota Board
of Teaching, the Minnesota Board of School Administrators, and the Educator Licensing
Division at the Minnesota Department of Education related to the licensure of teachers
and supervisory and support personnel defined under section 122A.15, excluding athletic
coaches, are transferred to a new Board of Educator Licensing established under this
section. The Board of Educator Licensing shall perform all the statutory duties and meet all
the statutory responsibilities of the Minnesota Board of Teaching, the Minnesota Board of
School Administrators, and the Educator Licensing Division at the Minnesota Department
of Education related to the licensure of teachers and supervisory and support personnel.

new text begin (b) The Board of Educator Licensing shall consist of 12 members appointed by
the governor with the advice and consent of the senate, including five licensed teachers
currently teaching in a school, four licensed school administrators currently performing
administrative or supervisory duties in a school, and three other licensed professional
employees currently providing professional support services in a school. In making the
appointments, the governor shall solicit recommendations from groups of teachers and
supervisory and support personnel. Board operations are subject to chapter 214.

staff to serve the board.

Sec. 2. new text begin REVISOR'S INSTRUCTION.

new text begin The revisor of statutes, in consultation with staff in House Research and Senate
Counsel, Research, and Fiscal Analysis, shall draft and submit a bill to the legislature by
February 1, 2017, making the changes necessary to conform current statutes to Minnesota
Statutes, section 122A.03.
