relating to finance; adjusting appropriations to balance the state budget for the
biennium ending June 30, 2011; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin General fund appropriations adjustment. new text end

appropriations for fiscal year 2011 are adjusted according to this section. Adjustments
under this section must balance the general fund budget of the state of Minnesota for the
biennium ending June 30.

new text begin $74,800,000 in fiscal year 2010 is appropriated from the general
fund to the commissioner of human services to restore funding to the general assistance
medical care program and to administer the program as provided under Minnesota
Statutes, section 256D.03. This appropriation is not reduced under subdivision 4.

new text begin General fund appropriations for fiscal year 2011 are not
reduced for the following:

new text begin (1) Supreme Court;

new text begin (2) Court of Appeals;

new text begin (5) the Department of Public Safety;

new text begin (6) the Department of Corrections;

new text begin Reductions in appropriations. new text end

new text begin (a) The fiscal year 2011 general fund
appropriations in Laws 2009, chapter 95, to the Board of Regents of the University of
Minnesota is reduced by $36,000,000 and to the Board of Trustees of the Minnesota State
Colleges and Universities is reduced by $10,000,000.

new text begin (b) The fiscal year 2011 general fund appropriations in Laws 2009, chapter 101,
are proportionately reduced by $6,100,000 for both bodies of the legislature and the
Legislative Coordinating Commission.

new text begin (c) The fiscal year 2011 general fund appropriations in Laws 2009, chapter 101, to
constitutional officers are reduced as follows:

new text begin (1) governor and lieutenant governor, $300,000;
new text end

new text begin (2) state auditor, $800,000;
new text end

new text begin (3) attorney general, $2,100,000; and
new text end

new text begin (4) secretary of state, $500,000.

new text begin Proportional reductions. new text end

new text begin Except for the appropriation in subdivision 2,
the exceptions in subdivision 3, and the specific reductions in subdivision 4, all general
fund appropriations are proportionately reduced for fiscal years 2010 and 2011 to achieve
a reduction in appropriations of $1,226,360,000 for the biennium ending June 30, 2011.
Reductions in appropriations for school districts for K-12 education and for Department
of Human Services programs must not exceed the amount necessary to maintain the
maintenance of effort requirements under the American Recovery and Reinvestment Act
of 2009.

new text begin The commissioner of Minnesota Management
and Budget, in consultation with commissioners of affected agencies, must allocate the
amounts necessary to achieve the reductions in appropriations under subdivision 5. By
June 15, 2010, the commissioner must report the amount of each reduction for fiscal year
2011 to the Legislative Commission on Planning and Fiscal Policy.
