1.1A bill for an act

1.2relating to state government; modifying fiscal note requirements;amending
1.3Minnesota Statutes 2008, section 3.98, subdivision 2.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. Minnesota Statutes 2008, section 3.98, subdivision 2, is amended to read:
1.6    Subd. 2. Contents. (a) The fiscal note, where possible, shall:
1.7(1) cite the effect in dollar amounts;
1.8(2) cite the direct net increase or decrease in the total number of public and private
1.9sector jobs in the state;
1.10(3) estimate the average annual wages of public and private sector jobs impacted;
1.11(2) (4) cite the statutory provisions affected;
1.12(3) (5) estimate the increase or decrease in revenues or expenditures;
1.13(6) estimate the effect on federal funds and any federal requirements including, but
1.14not limited to, maintenance of effort requirements;
1.15(4) (7) include the costs which may be absorbed without additional funds;
1.16(5) (8) include the assumptions used in determining the cost estimates; and
1.17(6) (9) specify any long-range implication.
1.18(b) The fiscal note may comment on technical or mechanical defects in the bill but
1.19shall express no opinions concerning the merits of the proposal.
1.20EFFECTIVE DATE.This section is effective for fiscal notes requested after
1.21January 1, 2011.
