  1.1                          A bill for an act 
  1.2             relating to state purchasing; requiring state agencies 
  1.3             to purchase clean fuels and vehicles capable of 
  1.4             running on clean fuels if reasonably available and 
  1.5             consistent with the agency's purpose; proposing coding 
  1.6             for new law in Minnesota Statutes, chapter 16C.  
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [16C.135] [PURCHASES OF FUEL AND VEHICLES BY 
  1.9   STATE AGENCIES.] 
  1.10     Subdivision 1.  [DEFINITION.] For purposes of this section 
  1.11  "clean fuels" mean: 
  1.12     (1) biodiesel blends of 20 percent or greater by volume 
  1.13  (B20-B100); 
  1.14     (2) compressed natural gas; 
  1.15     (3) ethanol blends of 70 percent or greater by volume 
  1.16  (E70-E100); 
  1.17     (4) hydrogen; 
  1.18     (5) liquefied natural gas; and 
  1.19     (6) liquefied petroleum gas. 
  1.20     Subd. 2.  [FUEL PURCHASES.] When purchasing fuel for use in 
  1.21  the central motor pool or for use in a motor vehicle owned or 
  1.22  leased by an agency, the commissioner or the agency shall 
  1.23  purchase, and shall require persons purchasing on their behalf 
  1.24  to purchase, clean fuels for use in the motor vehicle if clean 
  1.25  fuels are reasonably available and if clean fuels are compatible 
  1.26  with the use to which the motor vehicle is put. 
  2.1      Subd. 3.  [VEHICLE PURCHASES.] When purchasing a motor 
  2.2   vehicle for the central motor pool or for use by an agency, the 
  2.3   commissioner or the agency shall purchase a motor vehicle that 
  2.4   is capable of being powered by clean fuels, if such a motor 
  2.5   vehicle is reasonably available and if the vehicle is capable of 
  2.6   carrying out the purpose for which it is purchased.
