  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing state 
  1.3             bonds; appropriating money for an alternative 
  1.4             facilities design grant to independent school district 
  1.5             No. 495, Grand Meadow. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [ALTERNATIVE FACILITIES DESIGN GRANT.] 
  1.8      $3,000,000 is appropriated from the bond proceeds fund to 
  1.9   the commissioner of children, families, and learning for an 
  1.10  alternative facilities design grant to independent school 
  1.11  district No. 495, Grand Meadow, to construct a new school using 
  1.12  monolithic dome construction techniques.  The commissioner shall 
  1.13  award the grant to demonstrate that a school constructed using 
  1.14  monolithic dome construction techniques can provide operating 
  1.15  and construction savings for school districts throughout the 
  1.16  state.  Grand Meadow school district must agree to provide the 
  1.17  state with information and data about this construction method 
  1.18  and with an analysis of a monolithic dome as a suitable 
  1.19  educational environment. 
  1.20     Sec. 2.  [BOND SALE.] 
  1.21     To provide the money appropriated in section 1 from the 
  1.22  bond proceeds fund, the commissioner of finance, on request of 
  1.23  the governor, shall sell and issue bonds of the state in an 
  1.24  amount up to $3,000,000 in the manner, on the terms, and with 
  1.25  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  2.1   16A.675, and by the Minnesota Constitution, article XI, sections 
  2.2   4 to 7. 
  2.3      Sec. 3.  [EFFECTIVE DATE.] 
  2.4      Sections 1 and 2 are effective the day after their final 
  2.5   enactment.
