Advisory Task Force; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The Lake Mille Lacs - 1837 Ceded Territory
Advisory Task Force is established to review issues related to the commissioner of natural
resources' comanagement of Lake Mille Lacs - 1837 Ceded Territory, including the impact
of the comanagement structure on the local economy.

new text begin (a) The task force consists of 12 voting members, appointed as
follows:

new text begin (1) six members must be appointed by the speaker of the house, after consultation with
the house minority leader; and
new text end

new text begin (2) six members must be appointed by the senate majority leader, after consultation with
the senate minority leader.

new text begin (b) Members of the house of representatives, senate, county boards, and city councils
whose districts include comanaged lands serve as ex officio members of the advisory task
force. The speaker of the house and the senate majority leader, acting jointly, may appoint
additional interested stakeholders to serve as ex officio members at their discretion.

new text begin (c) Appointments to the task force must be made no later than July 1, 2018. In making
appointments, the speaker of the house and senate majority leader must include
representatives of small businesses in Aitkin, Mille Lacs, and Crow Wing Counties affected
by the comanagement structure, including resort owners, guides, and other industry-related
interests. The speaker of the house must designate one appointee to serve as chair of the
task force. Members of the task force may be compensated as provided by Minnesota
Statutes, section 15.059, subdivision 3.

new text begin Meeting locations; open meeting law applies. new text end

new text begin The chair of the task force must
convene the first meeting no later than August 15, 2018. Meetings must be held at local
government centers or other convenient locations that are available without a fee or charge
in Aitkin, Mille Lacs, and Crow Wing Counties. The task force is subject to the Minnesota
Open Meeting Law under Minnesota Statutes, chapter 13D. All meetings must be audio or
video recorded.

new text begin The Legislative Coordinating Commission must provide staff assistance
to support the task force's work.

new text begin No later than January 31, 2019, the task force must submit
a report to the chairs and ranking minority members of the legislative committees with
jurisdiction over environment and natural resources policy. The report must describe the
task force's work, including any recommendations or findings related to the structure of
comanagement by the commissioner of natural resources.
