  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of state bonds; appropriating money for a 
  1.4             grant to the city of Crookston for phases two and 
  1.5             three of the Red Lake River restoration and habitat 
  1.6             improvement project. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [APPROPRIATION.] 
  1.9      (a) $1,050,000 is appropriated from the bond proceeds fund 
  1.10  to the commissioner of natural resources for a grant to the city 
  1.11  of Crookston for phases two and three of the Red Lake River 
  1.12  restoration and habitat improvement project. 
  1.13     (b) $950,000 of the appropriation in paragraph (a) is for 
  1.14  phase two of the project, including removal of the Ottertail 
  1.15  dam, construction of rock rapids, and erosion control and river 
  1.16  bank stabilization on the Red Lake River.  
  1.17     (c) $100,000 of the appropriation in paragraph (a) is for 
  1.18  phase three of the project, including rehabilitation and 
  1.19  enhancement of a city park located adjacent to the river at the 
  1.20  dam site.  Any money remaining of the paragraph (b) amount may 
  1.21  be used for the purposes of paragraph (c). 
  1.22     Sec. 2.  [BOND SALE.] 
  1.23     To provide the money appropriated in this act from the bond 
  1.24  proceeds fund, the commissioner of finance shall sell and issue 
  1.25  bonds of the state in an amount up to $1,050,000 in the manner, 
  1.26  upon the terms, and with the effect prescribed by Minnesota 
  2.1   Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  2.2   Constitution, article XI, sections 4 to 7. 
  2.3      Sec. 3.  [EFFECTIVE DATE.] 
  2.4      Sections 1 and 2 are effective the day following final 
  2.5   enactment.
