  1.1                          A bill for an act 
  1.2             relating to water; appropriating money for water and 
  1.3             soil resource management. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION.] 
  1.6      $150,000 is appropriated from the general fund to the Board 
  1.7   of Water and Soil Resources to develop and implement a pilot 
  1.8   program for the delivery of technical and financial assistance 
  1.9   to counties that choose to establish and maintain an 
  1.10  environmental protection framework designed to protect surface 
  1.11  and groundwater in accordance with current Minnesota Rules, 
  1.12  enhance wildlife habitat, and implement the University of 
  1.13  Minnesota odor offset model for the establishment or expansion 
  1.14  of livestock feedlots. 
  1.15     The Board of Water and Soil Resources shall provide 
  1.16  technical and financial support under this initiative to 
  1.17  establish a pilot program with at least three participating 
  1.18  counties and report the results to the legislature by December 
  1.19  31, 2004.  The pilot program must be designed to encourage the 
  1.20  widespread county adoption and maintenance of countywide 
  1.21  environmental protection frameworks.
