  1.1                          A bill for an act 
  1.2             relating to crime prevention; requiring lifetime 
  1.3             registration of certain offenders under the predatory 
  1.4             offender registration law; amending Minnesota Statutes 
  1.5             1999 Supplement, section 243.166, subdivision 6. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1999 Supplement, section 
  1.8   243.166, subdivision 6, is amended to read: 
  1.9      Subd. 6.  [REGISTRATION PERIOD.] (a) Notwithstanding the 
  1.10  provisions of section 609.165, subdivision 1, and except as 
  1.11  provided in paragraphs (b) and (c), a person required to 
  1.12  register under this section shall continue to comply with this 
  1.13  section until ten years have elapsed since the person initially 
  1.14  registered in connection with the offense, or until the 
  1.15  probation, supervised release, or conditional release period 
  1.16  expires, whichever occurs later.  For a person required to 
  1.17  register under this section who is committed under section 
  1.18  253B.18 or 253B.185, the ten-year registration period does not 
  1.19  include the period of commitment. 
  1.20     (b) If a person required to register under this section 
  1.21  fails to register following a change in residence, the 
  1.22  commissioner of public safety may require the person to continue 
  1.23  to register for an additional period of five years.  
  1.24     (c) A person shall continue to comply with this section for 
  1.25  the life of that person if the person is:  
  2.1      (1) convicted of or adjudicated delinquent for any offense 
  2.2   for which registration is required under subdivision 1 and the 
  2.3   person has a prior offense for which registration was required 
  2.4   under subdivision 1; 
  2.5      (2) required to register based upon a conviction of or 
  2.6   adjudication for delinquency for an offense under sections 
  2.7   609.185, clause (2), 609.342, subdivision 1, clause (a), (c), 
  2.8   (d), (e), (f), or (h); 609.343, subdivision 1, clause (a), (c), 
  2.9   (d), (e), (f), or (h); 609.344, subdivision 1, clause (a), (c), 
  2.10  or (g); or 609.345, subdivision 1, clause (a), (c), or (g); or 
  2.11     (3) required to register under subdivision 1, paragraph 
  2.12  (c), following commitment pursuant to a court commitment under 
  2.13  section 253B.185. 
  2.14     Sec. 2.  [EFFECTIVE DATE.] 
  2.15     Section 1 is effective August 1, 2000, and applies to 
  2.16  persons released from commitment on or after that date.
