A bill for an act
relating to human services; establishing Capitol complex sighted assistance pilot
project; requiring a report; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CAPITOL COMPLEX SIGHTED ASSISTANCE PILOT PROJECT.

new text begin (a) The Council on Disability, in consultation with the Department of Administration,
Facilities Management Division, must develop a pilot project to provide virtual remote
sighted assistance accommodations to increase access to the Capitol for people who are
blind, have low vision, or have any other disability that may require sighted assistance. The
pilot project must develop promotional materials and monitor usage of the sighted assistance
accommodations and analyze user data including participant satisfaction evaluations. Money
may be used for purchasing technology including smart phones, administration costs,
promotional materials, or other expenses the Council on Disability deems necessary to
provide virtual remote sighted assistance.

new text begin (b) The Department of Administration, Facilities Management Division is responsible
for procuring and maintaining any technology purchased for the pilot project.

new text begin (c) By October 1, 2020, the Council on Disability, in consultation with the Department
of Administration, Facilities Management Division, must provide a report to the legislative
committees with jurisdiction over disability services and government operations on the
following: (1) a general overview of the pilot project; (2) the number of participants; (3)
participants' experience with the pilot project; and (4) any other information the Council on
Disability deems necessary.

new text begin (a) $25,000 in fiscal year 2020 is appropriated from the general fund to the Council on
Disability for purposes of section 1. This appropriation does not cancel but is available until
June 30, 2021.

of Administration for purposes of section 1. This appropriation does not cancel but is
available until June 30, 2021.
