A bill for an act
relating to education; permitting patriotic and national organizations informational
access to schools; proposing coding for new law in Minnesota Statutes, chapter
123B.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) A school district must permit access to school facilities to Title 36 patriotic and
national organizations with youth-focused missions to distribute informational literature
and promotional materials in order to inform students and parents about participation in
such organizations and their youth-focused activities as provided in paragraphs (c) and (d).

new text begin (b) "Patriotic and national organization" means an organization identified in United
States Code, title 36, part B.

new text begin (c) A school district must permit informational literature regarding Title 36 patriotic and
national organizations with youth-focused missions to be distributed to students, in paper
form, during school hours. A school may determine how and when informational literature
is distributed, so long as distribution takes place during the first quarter of the school year.
A Title 36 patriotic and national organization distributing literature must provide to the
superintendent written notice of the organization's intent to distribute informational literature
to students, with a copy of the materials, at least one week in advance of distribution.

for all direct costs of preparing and distributing its informational literature, but must not be
assessed any fees for such access or usage.
