  1.1                          A bill for an act 
  1.2             relating to human services; eliminating the four-month 
  1.3             insurance barrier for MinnesotaCare eligibility for 
  1.4             certain laid-off workers.  
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [EXTENDING MINNESOTACARE ELIGIBILITY TO AIRLINE 
  1.7   AND RELATED INDUSTRY WORKERS.] 
  1.8      (a) Minnesota Statutes, section 256L.07, subdivision 3, 
  1.9   does not apply to an individual or the families of an individual 
  1.10  if the individual was laid off between March 11, 2001, and March 
  1.11  15, 2002, due to lack of work from a scheduled regional, 
  1.12  domestic, or international airline, a charter airline, a cargo 
  1.13  airline, an airport operated by the metropolitan airports 
  1.14  commission, other airports, or a business operation at an 
  1.15  airport.  
  1.16     (b) Any family or individual who meets the qualifications 
  1.17  specified in paragraph (a) must meet all other eligibility 
  1.18  requirements to be eligible for the MinnesotaCare program.  
  1.19     (c) Any family or individual who meets the qualifications 
  1.20  specified in paragraph (a) must include with the MinnesotaCare 
  1.21  application form a letter or notice from the applicant's prior 
  1.22  employer or union indicating that they meet the qualifications 
  1.23  specified in paragraph (a).  
  1.24     (d) If the federal government makes funding available to 
  1.25  the airline industry for the purpose of extending or reimbursing 
  2.1   the cost of health care coverage for individuals and their 
  2.2   families who meet the qualifications specified in paragraph (a), 
  2.3   this section shall expire upon receipt of the federal funding. 
  2.4      Sec. 2.  [EFFECTIVE DATE.] 
  2.5      Section 1 is effective the day following final enactment.
