  1.1                          A bill for an act 
  1.2             relating to the Anoka County Regional Railroad 
  1.3             Authority; authorizing the Anoka County Regional 
  1.4             Railroad Authority to exercise economic development 
  1.5             authority powers. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [ANOKA COUNTY REGIONAL RAILROAD AUTHORITY 
  1.8   POWERS.] 
  1.9      Subdivision 1.  [ECONOMIC DEVELOPMENT POWERS AND 
  1.10  DUTIES.] The Anoka County Regional Railroad Authority may 
  1.11  exercise any of the powers and duties of an economic development 
  1.12  authority under Minnesota Statutes, sections 469.090, 469.098, 
  1.13  and 469.101 to 469.106.  The Anoka County Regional Railroad 
  1.14  Authority may exercise the powers under Minnesota Statutes, 
  1.15  sections 469.001 to 469.047, for the purpose of transit-oriented 
  1.16  development, except that the Anoka County Regional Railroad 
  1.17  Authority must not exercise the power to tax under Minnesota 
  1.18  Statutes, section 469.033, subdivision 6.  In applying Minnesota 
  1.19  Statutes, sections 469.001 to 469.047, 469.090, 469.098, and 
  1.20  469.101 to 469.106, to the Anoka County Regional Railroad 
  1.21  Authority, the county is considered to be the city and the 
  1.22  county board is considered to be the city council. 
  1.23     Subd. 2.  [RELATION TO LOCAL AUTHORITIES.] Nothing in 
  1.24  subdivision 1 shall change or impair the powers or duties of a 
  1.25  city, town, municipal housing and redevelopment authority, or 
  2.1   municipal economic development authority. 
  2.2      Subd. 3.  [LOCAL APPROVAL.] If any economic development 
  2.3   project is constructed in the county pursuant to the 
  2.4   authorization in this section, the project must be approved by 
  2.5   the governing body of each city or town within which the project 
  2.6   will be constructed. 
  2.7      Sec. 2.  [EFFECTIVE DATE.] 
  2.8      Section 1 is effective the day after the governing body of 
  2.9   the Anoka County Regional Railroad Authority and its chief 
  2.10  clerical officer timely complete their compliance with Minnesota 
  2.11  Statutes, section 645.021, subdivisions 2 and 3.
