  1.1                          A bill for an act 
  1.2             relating to the environment; prohibiting permits for 
  1.3             the construction of new open air swine basins; 
  1.4             proposing coding for new law in Minnesota Statutes, 
  1.5             chapter 116. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [116.0714] [NEW OPEN AIR SWINE BASINS.] 
  1.8      After the effective date of this section, the commissioner 
  1.9   of the pollution control agency shall not approve any permits 
  1.10  for the construction of new open air swine basins, except that 
  1.11  existing facilities may use basins of less than 1,000,000 
  1.12  gallons as part of a permitted waste treatment program for 
  1.13  resolving pollution problems or to allow conversion to a 
  1.14  different animal type, provided all standards are met. 
  1.15     [EFFECTIVE DATE.] This section is effective the day 
  1.16  following final enactment.
