A bill for an act
relating to housing; directing the Minnesota Housing Finance Agency to study
the potential benefits of establishing a statewide registry of landlords; requiring
a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The commissioner of the Minnesota Housing Finance Agency shall study the issues
described in sections 2 and 3 and report the results of the study to the Housing Policy and
Finance and Public Health Finance Divisions in the house of representatives and the
Economic Development Budget Division in the senate by January 1, 2009.

Sec. 2. new text begin STATEWIDE LANDLORD REGISTRY.

new text begin The commissioner of the Minnesota Housing Finance Agency shall study the value
of a statewide registry of landlords including data regarding citations issued by cities for
property owned by each landlord. The study must include a review of possible methods
for disseminating the information to be contained in the registry to cities. The study
must also consider the possible merits of a statewide system of licensure of landlords
of residential real estate.

Sec. 3. new text begin ESCROW ACCOUNTS.

new text begin The commissioner of the Minnesota Housing Finance Agency shall study the value
of requiring landlords who have received numerous citations to deposit funds in an
escrow account to cover city or county costs associated with potential future citations.
The commissioner shall consider whether the accounts would be best managed at the
state or municipal level.
