1.1A bill for an act
1.2relating to capital improvements; appropriating money for grants for digital
1.3conversion, asset preservation, improvements to and development of cultural,
1.4historical, and other public attractions; authorizing the sale and issuance of
1.5state bonds.
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. CAPITAL IMPROVEMENT APPROPRIATIONS.
1.8    The sums shown in the column under "Appropriations" are appropriated from the
1.9bond proceeds fund, or another named fund, to the state agencies or officials indicated,
1.10to be spent for public purposes. Appropriations of bond proceeds must be spent as
1.11authorized by the Minnesota Constitution, article XI, section 5, paragraph (a), to acquire
1.12and better public land and buildings and other public improvements of a capital nature, or
1.13as authorized by the Minnesota Constitution, article XI, section 5, paragraphs (b) to (j), or
1.14article XIV. Unless otherwise specified, the appropriations in this act are available until
1.15the project is completed or abandoned subject to Minnesota Statutes, section 16A.642.

1.16    Sec. 2. ADMINISTRATION

Subdivision 1.Total Appropriation

1.18This appropriation is from the general fund
1.19to the commissioner of administration for the
1.20purposes specified in this section.

Subd. 2.Noncommercial Television Stations
6,500,000
1.22For grants to noncommercial television
1.23stations to assist with the continued
2.1conversion to a digital broadcast signal as
2.2mandated by the federal government. This
2.3is a onetime appropriation and must be used
2.4to assist each station to complete its digital
2.5production facilities and interconnect with
2.6other Minnesota public television stations.
2.7In order to qualify for these grants, a station
2.8must meet the criteria established for grants
2.9in Minnesota Statutes, section 129D.12,
2.10subdivision 2.

Subd. 3.Minnesota Public Radio

2.12For grants to assist in the conversion to a
2.13digital broadcast signal. This is a onetime
2.14appropriation.

Subd. 4.AMPERS Digital Conversion

2.18with the conversion to a digital broadcast
2.19signal. This is a onetime appropriation and is
2.20available until expended.

2.21    Sec. 3. AMATEUR SPORTS COMMISSION

Subd. 6.Badger Indoor Ice Arena

3.17For a grant to the city of Badger to construct
3.18an indoor ice arena. This appropriation is not
3.19available until the commissioner of finance
3.20determines that at least an equal amount
3.21is committed to the project from nonstate
3.22sources. The city may enter into a lease or
3.23management agreement for the operation
3.24of the arena, subject to Minnesota Statutes,
3.25section 16A.695.

9.8    Sec. 10. BOND SALE AUTHORIZATION.
9.9    To provide the money appropriated in this act from the bond proceeds fund, the
9.10commissioner of finance shall sell and issue bonds of the state in an amount up to
9.11$87,432,750 in the manner, upon the terms, and with the effect prescribed by Minnesota
9.12Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution, article XI,
9.13sections 4 to 7.

9.14    Sec. 11. EFFECTIVE DATE.
9.15    Except as otherwise provided, this act is effective the day following final enactment.
