  1.1                          A bill for an act 
  1.2             relating to natural resources; establishing the Red 
  1.3             River state recreation area; authorizing bonds and 
  1.4             appropriating money for the construction of a 
  1.5             visitors' center and campground at the recreation area.
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [RED RIVER STATE RECREATION AREA.] 
  1.8      Subdivision 1.  [85.013] [Subd. 20a.] [RED RIVER STATE 
  1.9   RECREATION AREA, POLK COUNTY.] The Red River state recreation 
  1.10  area is established in Polk county. 
  1.11     Subd. 2.  [BOUNDARIES.] The following described lands are 
  1.12  located within the boundaries of the Red River state recreation 
  1.13  area, all in Polk county: 
  1.14     (1) Lots 3 to 14 of Block 2 including streets and alleys 
  1.15  adjacent thereto in Riverside Addition; 
  1.16     (2) Block 1 including streets and alleys adjacent thereto

  4.13     Subd. 3.  [ADMINISTRATION.] The commissioner of natural 
  4.14  resources shall administer the area according to Minnesota 
  4.15  Statutes, section 86A.05, subdivision 3, subject to existing 
  4.16  rules and regulations for state recreation areas.  The 
  4.17  commissioner shall appoint a citizens' oversight committee to 
  4.18  assist with developing and managing the area.  The committee 
  4.19  shall serve without compensation and is exempt from Minnesota 
  4.20  Statutes, section 15.059. 
  4.21     Sec. 2.  [APPROPRIATION.] 
  4.22     $4,000,000 is appropriated from the bond proceeds fund to 
  4.23  the commissioner of natural resources for predevelopment and 
  4.24  development costs of the Red River state recreation area, 
  4.25  including the costs associated with the construction of a 
  4.26  visitors' center and a campground.  The area must be developed 
  4.27  in a manner that provides a satisfactory, multiple use solution 
  4.28  to the existing state park and recreation area deficiency in the 
  4.29  area surrounding the city of East Grand Forks.  The commissioner 
  4.30  shall seek advice and cooperation from the appropriate local 
  4.31  units of government and the appropriate state and national 
  4.32  agencies, including, but not limited to, the United States Fish 
  4.33  and Wildlife Service. 
  4.34     Sec. 3.  [BOND SALE.] 
  4.35     To provide the money appropriated in section 2 from the 
  4.36  bond proceeds fund, the commissioner of finance, on request of 
  5.1   the governor, shall sell and issue bonds of the state in an 
  5.2   amount up to $4,000,000 in the manner, upon the terms, and with 
  5.3   the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  5.4   16A.675, and by the Minnesota Constitution, article XI, sections 
  5.5   4 to 7.
