  1.1                          A bill for an act 
  1.2             relating to motor vehicles; exempting motor vehicle 
  1.3             towing companies from fees and surcharges when 
  1.4             obtaining registration information needed to comply 
  1.5             with laws relating to impounded vehicles or vehicle 
  1.6             liens; amending Minnesota Statutes 1998, section 
  1.7             168.345, subdivision 4. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1998, section 168.345, 
  1.10  subdivision 4, is amended to read: 
  1.11     Subd. 4.  [EXCEPTION TO FEE AND SURCHARGE.] (a) 
  1.12  Notwithstanding subdivision 3 or section 13.03, no the registrar 
  1.13  shall not impose a fee or surcharge shall be imposed in 
  1.14  responding to a request for public information concerning motor 
  1.15  vehicle registrations if the requester gives the commissioner a 
  1.16  signed statement that: 
  1.17     (1) the requester seeks the information on behalf of a 
  1.18  community-based, nonprofit organization which that has been 
  1.19  designated by the local law enforcement agency to be a 
  1.20  requester;, and 
  1.21     (2) the information is needed in order to identify 
  1.22  suspected prostitution law violators, controlled substance law 
  1.23  violators, or health code violators; or 
  1.24     (2) the requester is a business engaged in the towing of 
  1.25  motor vehicles and requires the information in order to comply 
  1.26  with chapter 168B or other laws relating to the release of motor 
  2.1   vehicle liens. 
  2.2      (b) The commissioner may not shall neither require a 
  2.3   requester to make a certain minimum number of data requests nor 
  2.4   limit a requester to a certain maximum number of data requests.
