  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             for a rural water system for the Lewis and Clark joint 
  1.4             powers board; authorizing state bonds. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [LEWIS AND CLARK RURAL WATER SYSTEM.] 
  1.7      $4,000,000 is appropriated from the bond proceeds fund to 
  1.8   the commissioner of natural resources for a grant to the Lewis 
  1.9   and Clark joint powers board to provide 50 percent of the 
  1.10  nonfederal share of funding the construction of a rural water 
  1.11  system to serve southwestern Minnesota.  This appropriation is 
  1.12  available to the extent matched by an equal amount of local 
  1.13  money. 
  1.14     Sec. 2.  [BOND SALE.] 
  1.15     To provide the money appropriated in this act from the bond 
  1.16  proceeds fund, the commissioner of finance, on request of the 
  1.17  governor, shall sell and issue bonds of the state in an amount 
  1.18  up to $4,000,000 in the manner, upon the terms, and with the 
  1.19  effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.20  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.21  4 to 7. 
  1.22     Sec. 3.  [EFFECTIVE DATE.] 
  1.23     This act is effective the day following its final enactment.
