A bill for an act
relating to higher education; requiring timely appointment of presidents for
Minnesota State Colleges and Universities institutions; amending Minnesota
Statutes 2010, section 136F.40, subdivision 1.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2010, section 136F.40, subdivision 1, is amended to read:


Subdivision 1.

Appointment procedure.

The board shall appoint all presidents,
teachers, and other necessary employees and shall prescribe their duties consistent with
chapter 43A. Salaries and benefits of employees must be determined according to chapters
43A and 179A and other applicable provisions.new text begin Notwithstanding any law to the contrary,
the board shall appoint a president of an institution within 24 months of a position
becoming vacant and shall not authorize an interim president to serve longer than 24
months at an institution with a vacant president position.
