A bill for an act
relating to capital investment; appropriating money for New American Centers
capital and operating purposes; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $20,000,000 is appropriated from the bond
proceeds fund to the commissioner of employment and economic development to make
four grants to political subdivisions in areas outside the seven-county metropolitan area to
acquire real property, predesign, design, construct, renovate, furnish, and equip four New
American Centers. The centers must be in geographically dispersed locations in the state.
A political subdivision may apply to the commissioner for a grant at the time, on a form,
and in a manner prescribed by the commissioner. A grantee may enter into a lease or
management agreement to operate the program in the center, subject to Minnesota Statutes,
section 16A.695. In addition to any other criteria the commissioner determines necessary
or useful, the commissioner shall give priority to applications from political subdivisions
that will provide a nonstate contribution to the project, are located in regions that have a
demonstrated need for a center based on demographic data, have developed programs
providing outreach to recent immigrants, and are engaging in new Americans' community
cultural events.

new text begin $....... in fiscal year 2018 is appropriated from the general
fund to the commissioner of employment and economic development for grants to the New
American Centers to provide a one-stop shop to help recent immigrants access jobs,
education, health care, and other services, in partnership with local governments, school
districts, and nonprofits. A New American Center may use other funds to educate the broader
public about immigrants and new Americans in their community, to engage in community
cultural events, and to conduct research in conjunction with the state demographer and other
state agencies. New American Centers are encouraged to work with the ethnic councils
established under Minnesota Statutes, section 15.0145, on programming and work.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $20,000,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
