A bill for an act
relating to education; providing grants for school district career and technical
education transition coordinators; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. CAREER AND TECHNICAL EDUCATION TRANSITION
COORDINATOR.

(a) The commissioner of education may award grants to school districts to provide a
district career and technical education transition coordinator to assist 11th and 12th grade
students who are applied learners to follow a continuous career and technical education
path from secondary education through at least the two-year college level. A school district
or consortium of school districts may apply for a grant in the form and manner prescribed
by the commissioner. The application must describe how the transition coordinator will:

(1) encourage students to pursue postsecondary education that prepares them for
today's high technology, high skill workplace;

(2) work collaboratively with community, technical, or community and technical
colleges in the Minnesota State Colleges and University system to develop individualized
learning plans for students and provide applied academic curriculum and career courses
that better prepare students, who prefer hands-on learning, to achieve their academic
and career goals;

(3) work collaboratively with business and community leaders to provide career
awareness, exploration, and career preparation activities and experiences such as
internships for students;

(4) provide students with occupational programs that meet business and industry
standards;

(5) provide assessments and best practices; and

(6) discuss with students and parents career pathways, individualized learning plans,
student accountability, student financial aid, scholarships, college testing, and other
academic and career and technical education information requested by the student and
parents.

(b) The commissioner shall award grants as funding allows and on an equitable
geographical basis to the extent feasible and consistent with this section. Each grant
recipient must expend all grant funds it receives consistent with its approved application
and this section.

(c) The commissioner must work with the grant recipients to determine the
educational impact of the grant program and, by March 15, 2010, must recommend to
the house of representatives and senate committees having jurisdiction over career and
technical secondary education whether the grant program should be expanded.

Sec. 2. APPROPRIATIONS; CAREER AND TECHNICAL EDUCATION
TRANSITION COORDINATORS.

The sums indicated in this section are
appropriated from the general fund to the Department of Education for the fiscal years
designated.
