  1.1                          A bill for an act 
  1.2             relating to education; allowing grant funds to be used 
  1.3             for five percent administrative costs; designating 
  1.4             certain other costs; appropriating money; amending 
  1.5             Minnesota Statutes 1998, section 124D.44; Laws 1999, 
  1.6             chapter 241, article 3, section 3, subdivision 3. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1998, section 124D.44, is 
  1.9   amended to read: 
  1.10     124D.44 [MATCH REQUIREMENTS.] 
  1.11     Youth works grant funds must be used for the living 
  1.12  allowance, cost of employer taxes under sections 3111 and 3301 
  1.13  of the Internal Revenue Code of 1986, workers' compensation 
  1.14  coverage, and health benefits for each program participant, and 
  1.15  administrative expenses, which must not exceed five percent of 
  1.16  total program costs.  Youthworks grant funds may also be used to 
  1.17  supplement applicant resources to fund postservice benefits for 
  1.18  program participants.  Applicant resources, from sources and in 
  1.19  a form determined by the commission and, beginning January 1, 
  1.20  1997, the council, must be used to provide for all other program 
  1.21  costs, including the portion of the applicant's obligation for 
  1.22  postservice benefits that is not covered by state or federal 
  1.23  grant funds and such costs as supplies, materials, 
  1.24  transportation, and salaries and benefits of those staff 
  1.25  directly involved in the operation, internal monitoring, and 
  1.26  evaluation of the program.  Administrative expenses must not 
  2.1   exceed five percent of total program costs.  
  2.2      Sec. 2.  Laws 1999, chapter 241, article 3, section 3, 
  2.3   subdivision 3, is amended to read: 
  2.4      Subd. 3.  [YOUTHWORKS PROGRAMS.] For funding youthworks 
  2.5   programs according to Minnesota Statutes, sections 124D.37 to 
  2.6   124D.45: 
  2.7        $1,788,000     .....     2000 
  2.8        $1,788,000 $2,060,000    .....     2001 
  2.9      A grantee organization may provide health and child care 
  2.10  coverage to the dependents of each participant enrolled in a 
  2.11  full-time youthworks program to the extent such coverage is not 
  2.12  otherwise available. 
  2.13     Of the amount in fiscal year 2001, $165,000 is to support 
  2.14  programs and members in performing community service and 
  2.15  $107,000 is for administrative expenses. 
  2.16     Any balance in the first year does not cancel but is 
  2.17  available in the second year. 
  2.18     Sec. 3.  [EFFECTIVE DATE.] 
  2.19     Sections 1 and 2 are effective July 1, 2000.
