A bill for an act
relating to workforce development; appropriating money for career and technical
education.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATIONS; CAREER AND TECHNICAL EDUCATION.

new text begin (a) $....... in fiscal year 2020 and $....... in fiscal year 2021 are appropriated from the
workforce development fund to the commissioner of employment and economic development
for grants to school districts and charter schools offering career and technical education
courses to secondary school students.

new text begin (b) The commissioner must establish a competitive grant process to award grants to
school districts and charter schools to expand career and technical education courses to
include courses on agriculture, aviation, transportation, computer technology, construction
trades, manufacturing, medical careers, or family and consumer science. Eligible applicants
must demonstrate they have:

new text begin (1) partnerships with local businesses for supportive activities;
new text end

new text begin (2) cocurricular programs at secondary schools; and
new text end

new text begin (3) district or school employees that have expertise in applicable career and technical
education subject areas.

new text begin (c) Grant funds may be used to:
new text end

new text begin (1) acquire industry-standard equipment and materials for courses in the skilled trades,
transportation, manufacturing, medical technology, information systems, food science, and
other appropriate career and technical education courses;
new text end

new text begin (2) purchase enriched classroom lab curricula and equipment;
new text end

new text begin (3) provide funding for nationally recognized student organizations focused on leadership,
competition, and recognition, including SkillsUSA, Future Farmers of America, and DECA,
Inc., to supplement the existing academic and supervised occupational experience curriculum;

new text begin (4) fund transportation to internships or other experiences related to classroom work
and cocurricular leadership events;
new text end

new text begin (5) expand internships, job shadowing, and work placement opportunities in the
community; and
new text end

new text begin (6) match students with high-quality internships, job shadow opportunities, and paid
work experience.

new text begin (d) Grant recipients must not use grant funds on administrative expenses or on
postsecondary courses offered under Minnesota Statutes, section 124D.09, subdivision 9.
