A bill for an act
relating to capital investment; appropriating money for a new YMCA Community
Center in downtown St. Paul.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) $10,000,000 in fiscal year 2022 is appropriated from the general fund to the
commissioner of economic development for a grant to the YMCA of the North to predesign,
design, construct, furnish, and equip a new 20,000 square foot state-of-the-art YMCA
Community Center in downtown St. Paul.

new text begin (b) The YMCA Community Center facilities must include space for community
recreation, social involvement, fitness, and well-being services for all age groups. The new
community center programming must be focused on equity, diversity, and inclusion, including
the YMCA Equity and Innovation Center (EIC), the YMCA Youth and Family Services
programming, and YMCA Youth Intervention services. Equitable access and inclusion for
all diverse populations, particularly youth, is the core mission of the new downtown St.
Paul YMCA.
