A bill for an act
relating to capital investment; appropriating money for a shelter facility in the city
of Minneapolis; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $10,000,000 is appropriated from the bond proceeds
fund to the commissioner of human services for a grant to Hennepin County to design,
construct, equip, and furnish a shelter facility in the city of Minneapolis. The county may
enter into a lease agreement or management agreement with Simpson Housing Services, a
501(c)(3) not-for-profit organization, subject to Minnesota Statutes, section 16A.695. For
the purposes of this section, "shelter facility" means a facility having a primary purpose to
provide a temporary shelter for the homeless in general, or for a specific homeless population,
and does not require occupants to sign leases or occupancy agreements.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $10,000,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
