A bill for an act
relating to transportation; amending eligibility and operating requirements for a
restricted farm work license; making technical and clarifying changes; amending
Minnesota Statutes 2018, section 171.041.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2018, section 171.041, is amended to read:

to the age of an applicant to the contrary, the commissioner may issue a restricted farm
work license to operate a motor vehicle to a person who has attained the age of 15 years
and who, except for age, is qualified to hold a driver's license. The applicant is not required
to comply with the six-month instruction permit possession provisions of sections 171.04,
subdivision 1, clause (2), and 171.05, subdivision 2a, or with the 12-month provisional
license possession provision of section 171.04, subdivision 1, clause (1), item (i).

license, subject to the requirements of this section and to the accompaniment requirements
under section 171.05, subdivision 2b, paragraph (b), when the person is not operating a
motor vehicle for farm work.

(a) A person holding the restricted farm work
license is subject to the requirements of this subdivision while operating a motor vehicle
unaccompanied.

daylight hours and only within a radius of deleted text begin 20deleted text end new text begin 40new text end miles ofnew text begin : (1)new text end the parent's or guardian's

any specified parcel.

the first class.

apply to the commissioner for the license on forms prescribed by the commissioner. The
application deleted text begin shalldeleted text end new text begin mustnew text end be accompanied by:
(1)new text begin one of the following:

new text begin (i)new text end a copy of a property tax statement showing that the applicant's parent or guardian
owns land that is classified as agricultural land deleted text begin ordeleted text end new text begin ;

new text begin (ii)new text end a copy of a rental statement or agreement showing that the applicant's parent or
guardian rents land classified as agricultural land;new text begin or
new text end

(iii) for an applicant who performs farm work for hire:

(A) evidence satisfactory to the commissioner of the applicant's employment; and

new text begin (B) specification of the parcel or parcels on which the applicant performs farm work;new text end
and
(2) a written verified statement by the applicant's parent or guardian setting forth the
necessity for the license.

(b) The commissioner must provide a process for a person holding the restricted farm
work license to revise the specification of parcel or parcels under paragraph (a), clause (1),
item (iii).

This section is effective January 1, 2020, for application and
issuance of restricted farm work licenses on and after that date.
