A bill for an act
relating to gambling; proposing a constitutional amendment to authorize
gambling other than parimutuel betting at a licensed racetrack; proposing an
amendment to the Minnesota Constitution, article X, section 8.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CONSTITUTIONAL AMENDMENT PROPOSED.

new text begin An amendment to the Minnesota Constitution is proposed to the people. If the
amendment is adopted, article X, section 8, will read:

Sec. 8.

new text begin (a) new text end The legislature may authorize on-track parimutuel betting on horse racing
in a manner prescribed by law.

new text begin (b) The legislature may authorize an entity licensed to conduct parimutuel betting to
conduct other forms of gambling at a licensed horse racing facility and shall impose a tax
on gross gambling revenue in a manner prescribed by law. Revenue generated by the tax
imposed under this paragraph is dedicated to finance the construction of a stadium facility
for the Minnesota Vikings with any remainder to the general fund; and is then dedicated to
the general fund upon completion of the stadium. The legislature shall not expand the
forms of gambling currently authorized to be conducted within the state.

new text begin The proposed amendment must be submitted to the people at the 2010 general
election. The question submitted must be:

new text begin "Shall the Minnesota Constitution be amended to permit other forms of gambling
to be authorized at a racetrack that conducts parimutuel betting and to dedicate revenue
generated by a tax on that gambling to finance the construction of a football stadium for
the Minnesota Vikings with any remainder to the general fund?"
